With the support of the Ministry of Digital Transformation, the CDTO Campus has initiated the partnership with Georgetown University in order to teach the leading specialists involved in digitalization of the public sector.

The studies in the USA have consisted of a range of working meetings and study sessions focused on professional growth, acquiring new knowledge and establishment of professional communications of the leaders of digitalization of Ukraine.

“It is important for us to have powerful digital teams that are going to support digital transformation on the spot and create the most convenient digital state in the world. To enhance the expert level of the teams and invoice new digital managers, we are initiating a range of educational programs. The beginning of partnership of the CDTO Campus and McCourt School of Public Policy of Georgetown University is a new opportunity not only to incorporate international experience, but to transfer our own innovative solutions to the world,” Valeriia Ionan, Deputy Minister for Eurointegration at the Ministry of Digital Transformation of Ukraine.

The leading specialists in the area of digitalization of the government sector and the representatives of the private and public sectors (specialists initiating and implementing the most powerful digital initiatives in the country and recommended by their supervisors as competent digitalization experts) have participated in the educational trip.

“The power of digital transformation clearly showed itself during Ukraine’s fight for freedom. The country managed to implement and adapt digital technologies in the government sector at unprecedented pace, having reimagined the provision of services and created the government focused on human needs. This allowed the government to remain efficient for its citizens during this extremely complicated time. McCourt School of Public Policy and the Tech & Public Policy program is honoured to work with the CDTO Campus to strengthen the digital political powers of the leaders of the Ukrainian government. This international partnership, like the similar ones, provides opportunities of formation of the innovative and hope-filled digital future leading to the more communicating and democratic world,” Michelle De Mooy, the Director of the Tech & Public Policy program of McCourt School of Public Policy, has said.

The educational program in the USA has consisted of case studies, practical tasks, networking and lectures from American and global digitalization leaders, particularly the following:

  • Professor Michael A. Bailey, the Colonel William J. Walsh Professor of American Government in the Department of Government and McCourt School of Public Policy at Georgetown University;
  • Renee Wynn Former CIO at NASA; Nick Nigro, CEO, Atlas Public Policy;
  • Anastasiia Gnatenko External Affairs Manager, Quantum AI, Google;
  • John Grant, founder of the Privacy and Civil Liberties Engineering Team at Palantir Technologies and others.

“The educational program for improvement of skills and competencies of digital transformation specialists supported by the USAID is one of the directions of assistance for the purpose of enhancement of cyber resilience of Ukraine. The participants of the program have improved their digital knowledge, studied the challenges and opportunities of a digital government able to integrate digital ethics, confidentiality and security in its activity and learned to approve data-driven decisions and develop their product-oriented thinking and digital transformation strategies. Strong digital leaders in the government sector are one of the bases for resistance of Ukraine to Russian attacks in cyberspace and enhancement of protection of its information systems and resources,” Karl Wurster, Head of the Department for Digitalization Issues of the USAID mission in Ukraine, has stated.

The students of the leadership program have acquired knowledge on:

  • planning and creation of digital strategies during times when digital competency is not only about technologies, but also about leadership in the institutional, organizational, legal and cultural areas;
  • taking data-driven political decisions and development of infrastructure of open and personal data;
  • creation of a digital government able to integrate digital ethics, confidentiality and security in its activity;
  • trendwatching to stay on the wave of the latest updates in GovTech and implement them in their projects.

“One of the priorities of work of the Ukraine-Moldova American Enterprise Fund is supporting the new generation of digital leaders able to develop innovative approaches and implement advanced technologies in the government sector. Cooperation with Georgetown University and participation in such educational workshops provides the Ukrainian specialists with unique opportunities of professional growth and experience exchange at the international level. This is not only about studying; this is also an important step in enhancement of digital potential of our country,” Anton Vashchuk, the Director of the UMAEF Innovation, Education and Entrepreneurship program, has stated.

Besides, during the workshop, events determined at development of international partnerships have taken place. They have included the meeting with the Ambassador Extraordinary and Plenipotentiary of Ukraine to the USA Oksana Markarova, the round table with the specialists of the US Center for Security and Emerging Technology, etc.“While supporting Ukraine in terms of implementation of digital transformation for almost 10 year already, the East Europe Foundation has always paid great attention to training of public officers. We need an actual army of digital leaders at all the levels for the pace of positive changes to grow and for the digital gap between cities and villages to be crossed faster. This educational program is another step to this goal,” Viktor Liakh, the President of the East Europe Foundation, has stated.

During the final stage of the program in Kyiv, the digital leaders are going to participate in the foresight on strategic forecasting during the digital era.
