The program is dedicated to building a digital society — from e-services and cybersecurity to private sector engagement and management strategies

The program aims to equip leaders in digitalization with the knowledge and skills necessary to build a digital society where innovative and technological solutions enhance governance, communication, and public services.

Developed in partnership with leading Estonian companies — Civitta, Digital Nation, and Proud Engineers, which specialize in digital transformation services for businesses and government organizations, the program offers a comprehensive understanding of how to leverage technology to improve the quality and accessibility of public services, ensure digital identity, and implement secure and reliable electronic services.

Participants will explore how digital technologies impact business processes within their organizations, data interoperability, key data protection issues, cybersecurity, and the integration of artificial intelligence.

The students of the program will have the opportunity to participate in a study visit to Tallinn. During the visit, they will engage with government institutions and leading businesses that are at the forefront of implementing digital projects. This experience will provide them with valuable insights and firsthand knowledge directly from industry experts.

Educational events will be conducted in Ukrainian, with simultaneous interpretation in English

MODULES

Program structure

September 11-12
Module for CDTOs
Participants will explore the legal frameworks of operational processes, particularly in the areas of data protection and cybersecurity. They will investigate Estonian and international experiences in improving public online services and analyze practices for using AI to optimize the public sector.

The module includes both lecture and practical components, along with a homework assignment to help consolidate the acquired knowledge and prepare for the next stages of the training
September 10-11
Module for Newcomers to Digitalization
Participants will learn about digital identification and trusted electronic services, the concept of data interoperability, and the architecture of digital government. The program speakers will also provide lectures on the principles of digital product design and the development process. The final topic of the program covers the legal and organizational management of digitalization, collaboration with the private sector, and the role of leaders in implementing digital projects.

The program consists of three parts: lectures, theoretical sessions, and a homework assignment
